The Left spent four years screaming that Russia stole American elections.
Now someone just obtained the internal donor briefings behind the largest Democrat voter operation in the 2026 midterms.
What those documents revealed about where the money actually comes from will end the conversation.
The $229-a-Vote Scheme Behind Democrat Vote by Mail in 18 States
War Room investigative journalist Natalie Winters obtained internal donor briefings from the Center for Voter Information and its sister group, the Voter Participation Center – two organizations that describe themselves as nonpartisan but whose political spending goes exclusively to help Democrats.
Those briefings told left-wing donors something remarkable: the operation claimed it could produce an additional Democrat vote for roughly $229 per head.
It claimed credit for 271,442 additional votes in 2024, sending 200 million pieces of mail to do it.
Now it is gearing up to do it again – announcing more than 11.1 million voter-registration mailings in August and September alone, followed by more than 2.2 million vote-by-mail applications targeting registered voters in 18 states, including Arizona, Michigan, Pennsylvania, and Wisconsin.
The donor briefings described the long-term objective in plain language: "remake American politics."
The groups are led by Tom Lopach, a former executive director and national finance director of the Democrat Senatorial Campaign Committee – the same committee that exists to elect Democrats to the United States Senate.
The Voter Intimidation Tactics a Democrat Attorney General Tried to Stop
Winters also obtained letters the organization sent to registered voters warning them that their participation records would be reviewed after the election – and that their neighbors' voting behavior would be compared to their own.
Maryland Attorney General Anthony Brown issued a cease-and-desist demand in October 2024 after recipients reported feeling intimidated by the mailers.
His letter said voters described feeling "intimidated, threatened, shocked, and ill-at-ease."
The groups denied wrongdoing and confirmed they would stop mailing in Maryland.
No further legal action followed – which is exactly the kind of regulatory wrist-slap that keeps an operation like this running.
The CCP Dark Money at the Bottom of the Democrat Funding Chain
Winters dug through the funding behind the Center for Voter Information and found, several nonprofit layers deep, the Enlight Foundation – a vehicle co-founded by Chinese-American billionaire Duan Yongping, who seeded it in 2004 with $25.7 million worth of NetEase shares.
Enlight moved $5.8 million to the Voter Participation Center in 2020.
Enlight's co-founder, Xin Liu, went on to establish China's Xinhe Foundation, which has a Chinese Communist Party branch operating inside it.
That branch states in its own materials, translated, that it "upholds the comprehensive leadership of the Chinese Communist Party."
Winters also identified a second intermediary: the Bright Future Fund, a Democrat-aligned dark-money operation that directed $6.7 million to the Center for Voter Information in 2024 alone.
Bright Future's listed treasurer previously ran the Democrat Congressional Campaign Committee and led campaigns at EMILY's List.
The money trail runs from a Chinese billionaire's foundation– — one whose co-founder built an organization with a CCP branch inside it – through left-wing dark money intermediaries, directly into the group now flooding 18 swing states with voter-pressure mailers ahead of November.

How Foreign Election Interference Law Gives DOJ Everything It Needs
The Foreign Agents Registration Act requires anyone operating in the United States on behalf of foreign interests to register with the Department of Justice and disclose their activities.
The law exists precisely because Congress understood that foreign money does not arrive with a flag attached.
Fox News reported in July 2026 that Chinese government sources spent close to $80 million on FARA-related influence operations in 2025 alone – and that private Chinese entities with significant CCP ties spent more than $20 million in disclosed FARA expenditures the same year.
China was caught directly interfering in tens of down-ballot races during the 2024 election cycle, targeting congressional seats on issues the CCP cares about most.
A domestic voter-pressure organization with CCP-linked funding in its financial chain – hiding its donors behind nonprofit status while targeting the most competitive states in the country – is a different category of threat than Chinese nationals posting on social media.
The Trump DOJ has revived FARA enforcement and targeted foreign-linked NGOs for violations – it has every tool it needs to pull apart every link in this funding chain.
The Left called every Trump-Russia allegation a five-alarm constitutional crisis that demanded special counsels, Senate hearings, and three years of wall-to-wall coverage.
So the standard is established: when foreign money funds operations designed to move American elections, the law applies and DOJ acts, no exceptions, including when the money traces back to a foundation with a CCP branch inside it and lands in a Democrat voter machine before a midterm.
