Ohio voters approved abortion on demand in 2023 – and the group that bankrolled that campaign was funded by a Swiss billionaire.
Now a watchdog just mapped the full foreign money pipeline behind that campaign – and hundreds of others.
What James Comer found when he pulled on that thread is why Sixteen Thirty Fund now has a congressional subpoena on its desk.

Americans for Public Trust launched FollowForeignMoney.org this month – a first-of-its-kind database that has already catalogued more than $5.3 billion in foreign money flowing into American nonprofit groups, spanning 523 organizations and more than 12,000 individual records.
Federal law bars foreign nationals from donating to candidates and super PACs. What it doesn't bar: foreign money flowing through nonprofits and advocacy groups, with virtually no disclosure requirements.
"Whether through ballot initiatives, issue advocacy, or voter registration, American politics is indisputably being shaped by foreign cash," APT Executive Director Caitlin Sutherland said.
She sent letters to all 50 governors and leadership on six congressional committees directing them to the new database.
Sitting at the center of this operation is Hansjörg Wyss – a Swiss billionaire who lives in Wyoming and has spent a decade building one of the most powerful foreign-funded political machines in American history.
His Berger Action Fund has routed nearly $305 million into the Sixteen Thirty Fund – the Democrat Party's most powerful dark money vehicle, managed by Arabella Advisors. That money didn't sit idle. The Sixteen Thirty Fund spent nearly $100 million in ballot campaigns across 25 states, winning almost 90 percent of them.
Those weren't obscure local issues. They were fights over abortion, drug policy, automatic voter registration, and minimum wage – spread across key swing states including Michigan, Ohio, and Nevada.
His Berger Action Fund also directed more than $102 million into the Fund for a Better Future, another left-wing vehicle that has funded Democrat-aligned groups including Building Back Together and Planned Parenthood's lobbying arm.
James Comer Subpoenas Sixteen Thirty Fund Over Secret Chorus Influencer Program
There is a second story buried inside this database – and it is worse.
The Sixteen Thirty Fund didn't just spend Wyss's money on ballot campaigns. It also bankrolled Chorus – a secret influencer program that paid social media creators up to $8,000 a month to push Democrat messaging online while hiding the payment arrangement from the public.
House Oversight Committee Chairman James Comer launched an investigation into Chorus in November 2025 after the program was exposed for sidestepping campaign finance disclosure laws enforced by the FEC and the Justice Department.
What Comer found wasn't just a funding scandal. It was an active cover-up.
Within three days of Comer's inquiry, Chorus had been re-registered under a brand-new entity called Creator Collective, with a fresh founder installed at its head. The Sixteen Thirty Fund then told Congress that Chorus was "not an independent legal entity."
Comer wasn't buying it.
In May 2026, he issued a formal subpoena to Sixteen Thirty Fund President Amy Kurtz, demanding all communications and financial records related to Chorus. The committee had already established that paid influencers were pushing content directly advocating for Democrat candidates and ballot measures – ignoring the restrictions Chorus claimed to impose.
"This attempt to obfuscate Chorus's legal structure strongly suggests an intent to hide potentially responsive documents and delay the Committee's investigation," Comer wrote.
Swiss foreign money didn't just swing ballot campaigns – it built the infrastructure to manufacture the appearance of organic Democrat support online.
Republicans in Congress have moved to close the loophole. The Stop Foreign Funds in Elections Act cleared the House in July, targeting the exact mechanism Wyss exploited for a decade. The Senate has yet to act.
The foreign influence operation that conservatives have warned about for years isn't a theory anymore. APT put more than five billion dollars of evidence in the hands of every governor and six congressional committees.
The only question left is whether the Senate does something about it.
