Los Angeles fire survivors watched their neighborhoods burn to ash.
Now the county that failed to protect them is handing their relief money to illegal aliens.
What LA County did with that wildfire money – and wrote into the official program guide – is something Lindsey Horvath has not been asked to explain publicly.
LA County Built an Illegal Alien Bailout Into Its Wildfire Relief Program
Los Angeles County Supervisors Lindsey Horvath and Hilda Solis didn't hide what they were doing.
Their September 2025 motion denounced "aggressive immigration enforcement" and declared that "thousands of families have lost their primary breadwinners due to raids."
The Board responded by creating "Priority Group Category 3" – a new eligibility category for households claiming financial hardship from federal immigration enforcement.
Then they funded it with money already designated for wildfire victims.
County officials took the original $10 million assembled for wildfire rent relief and cut it in half.
Five million dollars stayed with fire victims.
The other $5 million went to Priority Group Category 3 – illegal alien households claiming ICE raided their breadwinner.
Officials then directed an additional $9.788 million from the Affordable Housing Trust Fund toward the same ICE-hardship category.
The finished program grew to at least $44.367 million total, with illegal alien households eligible for up to six months of rent relief – capped at $15,000 per unit.
LA County Emergency Rent Relief Program Required No Proof of Immigration Status
This isn't a loophole someone found after the fact.
The county wrote the exclusion into the program on purpose.
The February 2026 Program and Application Guide is unambiguous: "Program eligibility does not require the disclosure of household members' immigration status."
The official FAQ doubles down – households that decline to provide immigration detention documentation may still qualify under another hardship category.
Horvath confirmed the intent when the Board voted: "Whether you are fighting to survive the impacts of the fires or of ICE, we are standing with you to keep you housed."
She put ICE enforcement and wildfire devastation in the same sentence – and the same relief fund.
LA County Designed the Program So Taxpayers Can Never Count the Illegal Aliens Who Got Paid
Los Angeles County cannot tell taxpayers how many illegal aliens received wildfire-adjacent relief money – because they wrote the program to prevent that accounting.
Immigration status is not collected at intake.
County officials can promote the program as broad-based relief for everyone while making it impossible to separate lawful residents from illegal aliens in the final tally.
When the Trump administration demands answers, LA County can shrug and say the data doesn't exist.
When voters ask why fire victims got half what was originally promised, officials can point to "high demand" without ever explaining who got the rest.
That demand has already obliterated the available funding.
The county reported 4,587 Round One applications requesting $84.7 million – nearly twice the $44.367 million identified for the broader program.
Wildfire survivors competed for rent relief against illegal aliens whose "hardship" was that ICE enforced federal law.
Newsom Diverted $14 Million in Wildfire Relief to Police Anti-ICE Riots
LA County is not an isolated case.
The House Oversight Committee released a staff memorandum in March 2026 documenting how sanctuary jurisdictions across the country drain taxpayer resources while obstructing federal enforcement.
Chairman James Comer said sanctuary policies protect only criminal illegal aliens and allow them to drain taxpayer-funded resources – and called on Congress to stop it.
New York Governor Kathy Hochul's state spends roughly $4 billion annually on illegal aliens – while simultaneously demanding $4 billion in federal funding for Penn Station.
Gavin Newsom ran the same diversion with $14 million from California's wildfire recovery fund – $12.8 million went to California Highway Patrol officers deployed to protect anti-deportation rioters blocking ICE operations in downtown Los Angeles last summer.
Wildfire money paid for riot police shielding the people ICE came to arrest.
Supervisor Horvath created ICE-free zones across LA County and secured $30 million in a program that funnels rent checks to illegal aliens alongside wildfire victims.
She is now running for re-election on both.
The people who lost homes in the Palisades and Eaton fires are still waiting.
There is $44 million available and $84.7 million in outstanding requests.
Someone is not getting paid – and the county built the program so taxpayers can never find out who got priority.
