The Dominion CEO sat before a Democrat-controlled House and admitted his voting machines run on Chinese parts.
That testimony was six years ago – and Washington did nothing.
Now DHS Secretary Markwayne Mullin is forcing states to count ballots by hand – and the reason starts at a Chinese factory, not a polling place.
Dominion Voting Systems Admitted to Chinese Parts in 2020 and Nobody Moved
In January 2020, with Democrats running the House, executives from America's three biggest voting machine companies testified before the House Administration Committee.
All three admitted it: their machines contain parts manufactured in China.
Dominion's CEO told lawmakers the company sources parts from China because "in some cases, there are simply no alternative suppliers."
The Democrat-controlled committee heard it, nodded, and moved on.
Six years later, ES&S, Hart InterCivic, and Dominion still control more than 80% of the American voting machine market.
Every one of them still runs on Chinese parts.
Mullin Warns Chinese Voting Machine Parts Could Be Compromised Before They Reach America
DHS Secretary Markwayne Mullin sent a letter to the White House Transparency Task Force.
"Voting machines with components manufactured by foreign adversaries introduce significant security risks," Mullin wrote.
The threat isn't a hacker sitting in Beijing clicking buttons on Election Night.
The threat is a compromised chip installed during manufacturing – before the machine ever ships to America, before it's assembled, before it's tested, before a single ballot is fed into it.
"If a component is tampered with during manufacturing, it could serve as a point of entry for hackers, allowing for the possibility of synchronized attacks across multiple machines and jurisdictions," Mullin wrote.
Russia proved the method in 2020 – the SolarWinds attack planted malware before deployment, invisible until it was already inside thousands of government networks.
China manufactures the actual components. The access starts earlier.
Election machines run the same supply chain through the same country.
A compromised component shared across multiple counties doesn't require a network connection on Election Night. The damage is already done by the time the machine is sealed in a warehouse.
States That Skip Paper Ballot Audits Lose Homeland Security Grant Funding
States that want full Homeland Security Grant Program awards will now have to conduct random post-election manual counts of paper ballots – approximately 5% of all ballots cast.
"The Homeland Security Grant Program requires states to trust but verify the results produced by the voting machines," Mullin wrote.
This isn't optional. It's the price of the grant – and more than $1 billion in Homeland Security Grant Program funding is on the line.
Biden's own intelligence community confirmed in its 2024 Annual Threat Assessment that China is "the most active and persistent cyber threat to U.S. government, private-sector, and critical infrastructure networks."
The same report confirmed China has the technical capability to access U.S. election-related networks and systems.
Democrats Heard the China Warning in 2020 and Did Nothing About Election Security
Democrats ran the committee overseeing federal elections in 2020. They heard the testimony and changed nothing.
For four more years, including through an entire Biden administration, the machines counting American ballots continued running on Chinese components.
The intelligence community warned about Chinese cyber capabilities again in 2024.
Biden's team read the report and kept it quiet.
Trump declassified it and handed it to the White House Transparency Task Force. Mullin turned it into a mandate: audit the ballots or lose the grant.
"There is no question that election security is national security," Mullin wrote.
The machines counting American votes run on parts made by a country that U.S. intelligence has identified as its most active cyber adversary.
That country's government controls which components get manufactured, what goes into them before they ship, and whether any American inspector ever sees inside the factory.
Six years ago, Democrats heard it in a congressional hearing and did nothing.
This November, every ballot cast in a compliant state gets checked against a paper record.
