The Voter Registration Scheme Democrats Built Into Federal Housing Policy
A far-left nonprofit called the National Low Income Housing Coalition is funding 50 organizations nationwide to register, mobilize, and turn out homeless Americans as a Democrat voting bloc before the 2026 midterms.
The campaign is called Our Homes, Our Votes.
Its own materials don't hide the goal.
The campaign's 2026 guide instructs housing and homelessness organizations to make voter engagement part of their daily operations.
Registration forms are only the starting point.
The guide directs organizations to use voter files – specifically naming VAN and PDI, the same campaign-grade data tools Democrat field operations use to sort and target voters.
Housing providers are told to slip registration forms into new resident welcome packets, flag unregistered tenants during routine annual income checks, and send birthday outreach the moment a resident turns 18.
The most damning section concerns people living on the streets.
Under the scheme, individuals without a permanent address can use an outdoor location – a park, a sidewalk, a spot under a bridge – as their official voting residence.
Then shelters finish the job: encouraging clients to use the shelter's address to receive mail-in ballots.
That's the operation in plain English: shelters become official addresses, shelter addresses become mail ballot destinations, and the entire homeless-services system folds into a Democrat voter-turnout machine.
NLIHC distributed $1,500 mini-grants to 50 selected organizations after a competitive review.
Grant recipients span local advocacy organizations, direct service providers, and community groups – each one now carrying NLIHC training materials, voter-data access, and a branded Our Homes, Our Votes swag kit.
ACORN Went to Jail for Voter Fraud Using Shelter Addresses. Democrats Turned It Into Policy.
The Heritage Foundation documented what happens when the Left uses homeless shelter addresses as voter registration infrastructure without safeguards.
ACORN workers in Seattle were convicted after pulling addresses from homeless shelters to fabricate 1,762 fraudulent voter registration forms.
The Secretary of State called it the worst case of voter registration fraud in Washington state history.
Workers went to jail.
ACORN was fined $25,000 and prosecutors ordered the organization to increase oversight under threat of additional charges.
This time the Left is running it through a structured, federally connected campaign rather than a rogue community group.
President Biden's Executive Order 14019, signed in March 2021, directed federal agencies to promote voter registration and election access.
Heritage described it plainly as "Tammany Hall 2.0" – Biden using the machinery of the federal government to boost Democrat turnout.
HUD then circulated guidance telling public housing agencies they were "permitted – and actively encouraged!" to facilitate voter engagement activities.
The House Committee on House Administration, led by Chairman Bryan Steil, issued subpoenas to 15 Biden cabinet officials for documents related to the executive order, citing evidence the order paired federal employees with partisan activists to register voters.
Trump rescinded the HUD guidance in 2025.
NLIHC told partners the rescission changed nothing and instructed them to keep working voter registration into daily intake procedures, staff training, and resident meetings.
Democrat Legislation Would Lock Voter Harvesting Into Federal Election Law
The Unhoused VOTE Act would classify every emergency shelter in the country as a voter-registration agency by law, forcing staff to hand out forms, walk applicants through the process, and forward completed registrations to election officials.
The companion Our Homes, Our Votes Act would pull federally assisted housing providers into the Motor Voter law, making voter registration automatic at lease-signing and annual income recertification.
That's every interaction a low-income tenant has with federally assisted housing converted into a Democrat voter contact.
Democrat Representatives Jesús Garcia of Illinois, Mary Gay Scanlon of Pennsylvania, and Nikema Williams of Georgia introduced the Our Homes, Our Votes Act.
New Venture Fund – one of the primary vehicles in the Arabella Advisors dark money network – backs NLIHC.
The National Immigration Law Center, which describes its sister organization as working to encourage "full participation of low-income immigrants in the democratic process," gave NLIHC $110,000 specifically designated for "Protecting Immigrant Families."
The left's nonprofit network has never separated housing services from voter harvesting – it built them as a single operation from the start.
Biden couldn't pass a federal takeover of elections through Congress, so he built one through the agency system instead.
Trump shut down the HUD pipeline – and the nonprofit layer kept running.
Fifty organizations across the country are now training staff, running canvassing operations, and turning shelter check-in desks into voter registration tables before November, armed with a federal template Biden spent four years building into law and the one advantage ACORN never had: real names, real addresses, and real mail ballots.
