CCP Documents Just Exposed How Beijing Used Elaine Chao to Influence Mitch McConnell

Mitch McConnell spent his career blocking every bill that would have held China accountable for killing Americans.

Chinese Communist Party documents just showed Beijing had an official code name for the operation they were running against his family the entire time.

The name they gave that operation – and where Elaine Chao was the day her husband was rushed to the hospital – changes how you see everything.

How the United Front Work Department Built a Decade of Access Through Elaine Chao

Elaine Chao served as Secretary of Labor under George W. Bush and Secretary of Transportation under Donald Trump while her husband Mitch McConnell spent nearly four decades in the United States Senate – no couple in Washington gave Beijing more to work with.

The United Front Work Department is Beijing's foreign influence arm – the agency Mao Zedong called one of the CCP's "magic weapons" for penetrating foreign governments without military force.

In the McConnell case, Beijing ran it through a kindergarten in Shanghai named after Chao's grandfather, funded by the Chao family, and operated as an instrument of Chinese Communist Party influence operations for decades.

In November 2014, the Malu Yiren Kindergarten signed a formal "co-construction" agreement with the Jiading branch of the Zhigong Party – a United Front Work Department arm tasked with foreign influence operations.

A UFWD official at the signing ceremony expressed hope the arrangement would produce a "triple-win" for Zhigong, the kindergarten, and "United Front work."

Six days later, Elaine Chao toured the school escorted by CCP and Zhigong officials while students performed the kindergarten's new anthem – composed by the United Front arm and named after her grandfather.

By 2019, the Jiading branch's UFWD superiors formally honored it for "advanced" overseas liaison work.

Their top accomplishment: "maintaining long-term ties with Zhao Xiaolan's family."

They gave it a name: "Small Pairing, Big Politics."

Chao's spokesman Patrick O'Connor called the investigation racist and "deeply insulting."

He did not explain why Chinese Communist Party documents describe a multi-decade operation targeting his client's family as their branch's greatest achievement.

The Four CCP Positions Elaine Chao Never Listed at Her Senate Confirmation Hearing

During Chao's 2017 Senate confirmation hearing for Transportation Secretary, she was required to list every advisory, consultative, honorary, or part-time government position held in the previous ten years.

She listed none of her Chinese government appointments.

Chinese government records show she received at least four positions since 2008 – including a Wuhan municipal advisory post and roles within two separate UFWD arms: the China Overseas Friendship Association and the All-China Federation of Returned Overseas Chinese – with multiple positions overlapping her Cabinet service under both Bush and Trump.

The UFWD arms she served aren't social clubs.

The House Select Committee on the CCP describes United Front work as "a unique blend of engagement, influence activities, and intelligence operations" designed to gain access to advanced foreign technology and shape foreign policy.

During an October 2016 kindergarten visit – attended by CCP, UFWD, and Zhigong personnel – children addressed Chao as "Momma Xiaolan" and her father as "Grandpa Xicheng."

By September 2025, the school's military programming had expanded to children between zero and three years old, who marched with toy rifles and grenades through drills named "Dodging Bombs," "Gunfight Game," and "Breaking Through The Blockade."

Chao attended the school's June 2026 graduation the day McConnell was hospitalized, then met with Chinese Vice President Han Zheng in Beijing three days later before returning to America on July 7.

What China Got From Mitch McConnell and Elaine Chao for Thirty Years

A January 2016 Jiading UFWD document laid out Beijing's strategy explicitly – exploiting "sentiments of kinship, hometown and friendship" to conduct overseas political work through every available channel, with Chao named as a direct target.

Chao handed them the language herself.

During a 2015 kindergarten visit – standing alongside CCP and UFWD officials while unveiling a statue of her grandfather – she told Chinese state media her parents had always reminded her and her sisters they were "still Chinese."

Former Royal Canadian Mounted Police intelligence official Scott McGregor noted that Beijing's calculus doesn't depend on what Chao believed she was doing: "The strategic value to Beijing may exist regardless."

Beijing got nearly two decades of Senate Republican leadership and two Cabinet positions – Labor and Transportation – held by a woman simultaneously serving in UFWD-linked advisory roles.

Geopolitical analyst Brandon Weichert said the wife of the former Senate Majority Leader "has become the face of a quiet campaign to influence the hearts and minds" of American politics – and the CCP pulled it off without firing a shot.

They called it "Small Pairing, Big Politics."

Beijing ran the most successful foreign influence operation in American political history straight through McConnell's front door.
