Two more Americans are dead this Memorial Day Weekend who were alive last Monday morning.
The man behind the wheel should never have been on that highway.
Tom Homan went on Fox News and what he said next is something Gavin Newsom has spent two years trying to prevent.
Illegal Alien Truck Drivers Named Singh Have Killed Eight People in the Past Year
Manvir Singh – an illegal alien from India released into the country by Biden in 2023 – was driving a Freightliner on Highway 99 near Lodi, California when his rig failed to stop, struck a Kia Forte from behind, and set off a chain of collisions that left two people dead.
Singh fled on foot.
California had issued him a CDL in March 2025 – right in the middle of a federal standoff over whether the state would enforce English proficiency requirements for commercial drivers.
Border Czar Tom Homan went on Fox News and named the problem.
"We're going to try to get everybody off the street who's here illegally," Homan said. "I think we need to go a step further."
Homan called for a full purge of non-English-speaking drivers from CDL rolls across the country, noting federal law already requires commercial drivers to read road signs and communicate with law enforcement in English.
"They have got to understand English to be driving a two-ton truck down the highway at 70 miles an hour," he said.
California refused to enforce that standard for years while the body count grew.
Manvir Singh was the fourth illegal alien truck driver with the surname Singh to cause a fatal crash in twelve months.
Harjinder Singh entered the country illegally in 2018, failed his Washington state CDL knowledge exam ten times over a two-month stretch in 2023, and still walked out with a license – before jackknifing his 18-wheeler in Fort Pierce, Florida, killing three people in August 2025.
Jashanpreet Singh drove his semi into stopped traffic on Interstate 10 in San Bernardino County in October 2025, killing three more.
Partap Singh plowed into Dalilah Coleman's family car in June 2024, leaving a five-year-old girl with a traumatic brain injury and cerebral palsy – the little girl Trump stood at the State of the Union and demanded Congress act for.
Four men. Same surname. Same country of origin. All released by Biden. All handed CDLs by sanctuary states.
California Kept Issuing CDLs to Illegal Aliens While Americans Died
Transportation Secretary Sean Duffy withheld $40 million from California for refusing to enforce English proficiency requirements – requirements every other state agreed to follow.
Duffy pulled an additional $160 million after California's DMV unilaterally extended its deadline to revoke 17,000 improperly issued non-domiciled CDLs, defying a federal agreement the state had already signed.
Homan revealed that Duffy is now pursuing lawsuits and subpoenas to force blue states to hand over DMV records they have been hiding from federal immigration authorities.
California fought this for months – non-English-speaking drivers hauling 80,000-pound rigs on American highways while Sacramento's lawyers filed briefs.
In February, Newsom finally caved under the funding pressure, agreeing to enforce English proficiency at roadside stops and eliminate CDL testing in 20 foreign languages.
Six hundred drivers were pulled off the road.
Manvir Singh – his California CDL issued in March 2025, right in the middle of that standoff – was still out there last week.
Dalilah's Law Has the Votes to Pass and Democrats Are Blocking It
The House Transportation and Infrastructure Committee passed Dalilah's Law on a party-line vote in March 2026.
Every Democrat on that committee voted no.
The bill bars any state from issuing CDLs to illegal aliens, requires English-only testing, immediately revokes licenses already issued to those here illegally, and cuts federal highway funds from states that refuse to comply.
DHS Acting Assistant Secretary Lauren Bis pointed directly at the Lodi crash.
"This criminal illegal alien from India should never have been behind the wheel of a semi-truck," Bis said. "We need Congress to pass Dalilah's Law to prohibit states from granting illegal aliens commercial driver's licenses."
Senate Republicans introduced companion legislation in March – Senators John Cornyn, Ted Budd, and Tommy Tuberville on the bill.
It sits in committee while the Democrats who killed it return to districts where people drive on highways.
The English proficiency rule was not a Trump creation. It sat on the books for decades while blue states decided it did not apply to them – and trucking companies hired whoever would haul freight cheapest.
California issued CDLs in 20 languages. Illinois had one in five non-domiciled CDLs issued illegally, per a DOT audit. Washington state trained Harjinder Singh, watched him fail ten tests in two months, and certified him as English-proficient anyway.
Biden built the open border. Newsom built the sanctuary machine that handed these men licenses. Democrats on the House Transportation Committee voted 26-0 to keep it exactly that way.
Homan and Duffy are dismantling it – one subpoena, one withheld check, one purged CDL at a time.
