Now documents entered into the permanent congressional record tell a very different story.
What those documents reveal about who controlled Fauci's research – and what he was forbidden to release publicly – is something he just refused to explain 111 times under oath.
CIA Funds Flowed Into Fauci's NIAID and the Agency Controlled What Research Got Out
An interagency agreement between the CIA's Biological Technology Center and Anthony Fauci's National Institute of Allergy and Infectious Diseases confirms what the Left spent years calling a conspiracy theory.
The CIA initiated a formal collaboration with NIAID on "forensic microbiology" – research targeting bioterrorism pathogens for the intelligence community.
CIA funds would be used to leverage civilian research already underway at NIH.
Unclassified virus work at Fauci's agency would "augment and complement" CIA research and development.
The CIA would help NIAID obtain the pathogens.
And critically – the CIA held veto power over what data could be shared publicly.
Rutgers Chemistry Professor Richard Ebright, who reviewed the documents, left nothing to interpretation.
"Vice President Cheney assigned Fauci to head US biodefense research programs in 2002, including bioweapons-agents-development and bioweapons-agents-characterization research programs that approached, and arguably crossed, red lines set by the Biological Weapons Convention," Ebright said.
That's not an accusation from a political opponent.
That's a credentialed scientist reviewing the actual documents and telling you Fauci may have crossed lines drawn by international treaty.
Fauci Invoked the Fifth Amendment 111 Times and Rand Paul Sent the Contempt Referral Straight to the DOJ
When Rand Paul subpoenaed Fauci to appear before the Senate Homeland Security Committee on July 29, the country expected answers.
What they got was 111 invocations of the Fifth Amendment.
Every question – from COVID origins to gain-of-function research to intelligence agency ties – met the same wall of silence.
"On the advice of counsel, I respectfully decline to answer based upon my rights under the Fifth Amendment to the Constitution."
Paul's committee voted to hold Fauci in contempt on August 6.
Paul then bypassed the full Senate and hand-delivered the criminal contempt referral directly to Acting Attorney General Todd Blanche and U.S. Attorney Jeanine Pirro the same day.
The documents that Fauci refused to discuss under oath – the CIA agreement, the biodefense funding transfers, the bioterrorism research chain – are now permanently embedded in the official congressional record.

Paul's team also surfaced a November 2003 CIA memo titled "The Darker Bioweapons Future."
The CIA's argument was simple and chilling: nuclear weapons programs leave detectable signatures, but biological weapons don't.
Detecting them would require a fundamentally different approach – building a network of academics who could feed intelligence from foreign conferences and university labs.
The CIA called it a "living sensor web."
CIA whistleblower and former Senior Operations Officer Jim Erdman testified in writing to Paul's committee about what that arrangement eventually became.
"The lines between public health and biodefense have been blurred beyond recognition ever since," Erdman wrote.
Scientists working under intelligence contracts on "sensitive WMD topics" were simultaneously publishing papers through civilian funding streams at agencies like NIH.
Nobody was watching how that arrangement shaped research, policy, or public health decisions – for over 20 years.
Fauci sat at the center of that web the entire time.

Now Paul's contempt referral raises a new legal question: does a Biden pardon protect Fauci from prosecution for refusing to testify about crimes the pardon itself suggests occurred?
The DOJ has that question on its desk right now.
The man who ran that operation refused to answer a single question before Congress.
And the president who called it all a conspiracy theory pardoned him anyway.
