When Mitch McConnell collapsed in June, Elaine Chao was already in China.
Now the Chinese government's own records are raising questions about where her real loyalties have always been.
What those records show about Chao's secret appointments inside Beijing's most powerful influence agency is something she never disclosed to Congress.
Elaine Chaoss Secret CCP Appointments Across Two American Cabinets
Elaine Chao served as Labor Secretary under George W. Bush and Transportation Secretary under Donald Trump – two of the most powerful cabinet positions in the federal government.
While she held those posts, the Chinese Communist Party was quietly appointing her to roles inside one of Beijing's most dangerous agencies.
The Daily Caller News Foundation, using translations of Chinese government and state media reports, found that Chao received at least four Chinese government positions beginning in 2008, including multiple roles inside the United Front Work Department – the CCP's primary instrument for infiltrating foreign governments, stealing technology, and silencing dissent abroad.
At least two of those positions overlapped directly with her time in the Trump cabinet.
She did not list a single one of them on her 2017 Senate confirmation paperwork, which required her to disclose all positions held within the prior ten years.
The UFWD is not a cultural exchange program.
Congress's Select Committee on the Chinese Communist Party describes it as conducting "influence and interference activities, as well as intelligence operations" designed to shape foreign policy toward Beijing and gain access to advanced American technology.
Gordon Chang, one of America's sharpest China hawks, left no room for debate.
"No American, no matter how high and mighty, should have any ties with the Communist Party's UFWD," Chang told the DCNF. "This organization is dedicated to destroying our country."
The United Front Work Department Roles Elaine Chao Never Disclosed
The DCNF traced Chao's CCP-linked titles through Chinese state media and government announcements stretching back nearly two decades.
In December 2008, while serving as Bush's Labor Secretary, Chao and her father were appointed honorary chairmen of a UFWD-linked local council in Jiading District – the birthplace of her father and a hub of United Front activity.
That same organization appointed Chao again to an advisory role between 2012 and 2017 – a window that extended directly into her tenure as Trump's Transportation Secretary.
A separate UFWD-linked body, the All-China Federation of Returned Overseas Chinese, also named Chao as an advisor and committee member from 2012 to 2017.
Then there was the Wuhan municipal government advisory role she received in October 2009.
Her spokesperson claimed she was "unaware of the title bestowed to her" during that visit.
Chinese state media told a different story.
In a 2010 interview, Chao's own father said it on camera, with his daughter sitting right beside him – that the Chao family held advisory roles inside Wuhan's municipal government.
Scott McGregor, a former Royal Canadian Mounted Police intelligence official, explained exactly why the defense of ignorance fails.
"This is not merely a matter of political optics or an abstract conflict-of-interest concern," McGregor told the DCNF. "It is a counterintelligence, governance and sovereignty issue."
When the DCNF pressed Chao's spokesman on why investigating her ties to Beijing was "racist," the answer was revealing.
"No one seems to care when most American business or political leaders hold meetings in China …" the spokesman said.
Jacqueline Deal, of the nonprofit State Armor, reviewed the DCNF's findings and was not impressed by that response.
Chao's UFWD connections, she said, "should be disqualifying for dogcatcher, much less a Cabinet position."

Chao's CCP appointments do not exist in isolation.
Her husband spent more than two decades atop the Senate Republican conference, and during that run he blocked legislation that would have made it harder for China to interfere in American elections and harder for foreign governments to funnel money toward American policymakers.
Sean Davis, CEO of The Federalist, made the connection directly after the DCNF report dropped.
"Given what we now know about China's meddling in the 2020 election, this might help explain why Mitch McConnell has worked so hard to block the SAVE America Act," Davis wrote.
The Linda Sun case proved Beijing's UFWD playbook works at the highest levels.
Sun – a former deputy chief of staff to New York Governor Kathy Hochul – was arrested in 2024 for acting as an unregistered agent of the Chinese government through UFWD-linked operations.
Prosecutors charged that she manipulated official communications and blocked Taiwanese government officials from the governor's office.
She and her husband allegedly laundered millions of dollars in proceeds from the scheme.
Elaine Chao held more senior positions – with access to more sensitive national security information – than Linda Sun ever did.
Beijing does not appoint American cabinet officials to its intelligence-linked bodies out of goodwill.
Someone in Washington needs to start asking what the Chinese Communist Party got in return.
