Anti-ICE activists in Minneapolis tailed federal agents so aggressively that officers drew their weapons and detained them at gunpoint.
Now a Soros-backed donor network has published a plan to put those same activists inside your polling place on November 3.
The fundraising document they published tells you exactly what these activists plan to do if they don't like the result.
ICE Watch Volunteers Are Now Being Trained as Poll Watchers for the 2026 Midterms
States at the Core – run by executive director Jill V. Garvey and co-founded by Eric K. Ward – is the organization behind this plan, and both are named in the Movement Voter Fund's fundraising document.
Garvey's organization built its reputation training ICE Watch volunteers to surveil federal agents using S.A.L.U.T.E. – a military-grade Army intelligence method that documents the Size, Activity, Location, Uniform, Time and Equipment of law enforcement officers in the field.
A Fox News Digital investigation found the operation runs deeper than it looks: volunteers track license plates, photograph agents and relay positions to dispatchers in real time, cataloguing everything on databases they openly labeled "Abductors."
DHS has documented a 1,649% increase in assaults on ICE personnel since this network took root.
States at the Core trained tens of thousands of Americans in ICE Watch tactics before launching its next program: "Beyond ICE Watch."
Now Garvey has a new target.
The same techniques used to photograph and track ICE agents will be turned on poll workers, election officials and the voters standing in line beside you.
Movement Voter Fund's May 19 fundraising pitch names States at the Core as one of three training partners in a $450,000 plan to convert ICE Watch volunteers into election monitors for the 2026 midterms.
The pitch quotes the goal directly: "training ICE watch volunteers to be election monitors."
Minneapolis and North Carolina are identified as places where that conversion is already happening.

The Voter Intimidation Playbook Hidden Inside a $450,000 Election Monitor Budget
This is not a plan for neutral observation.
The People's Election Playbook – distributed by Freedom Trainers, another named training partner – walks readers through six stages, opening with voter outreach and closing with something the poll-monitor framing never announces upfront.
Stage six triggers if the results are "not honored."
The document names it: "Economic noncooperation is the escalation tool of last resort."
Street mobilizations at state capitals. Coordinated shutdowns at economically significant locations across the country. That is what stage six looks like.
Freedom Trainers draws its lessons from radical activist movements in Serbia, Chile, Poland and the Philippines.
Its public resources celebrate "cities blocking raids" and "insiders leaking and slowing harmful policies."
These are not people who plan to accept any election result they did not choose.
The Horizons Project, the third named training partner, traces its founding funding to Pam Omidyar's Humanity United – the philanthropic arm of one of Silicon Valley's most prominent left-wing megadonors.
The entire $450,000 operation runs through the Soros-backed Tides Foundation dark-money network, which funneled more than $200 million into left-wing election operations during the 2024 cycle alone.
MVF's own five-phase election strategy calls for deploying observers during ballot counting, launching rapid-response litigation and public mobilization, and "absorbing election-time volunteers into long-term organizing networks."
Absorbing. MVF chose that word deliberately.
With Thirty Days Until the 2026 Midterms Their Poll Watchers Are Already in Position
The fundraising pitch went out in May, the training is already happening in Minneapolis and North Carolina, and Election Day is nearly a month away.
FBI Director Kash Patel opened a federal investigation into ICE Watch activists using encrypted Signal groups to surveil and impede federal law enforcement officers – and warned that if that coordination crossed into violations of federal law, "we are going to arrest people."
Those are the same networks and the same volunteers now being deployed as poll watchers inside your precinct.
