Cissie Graham Lynch Nominated as Ambassador for International Religious Freedom
President Trump has nominated Cissie Graham Lynch – daughter of Franklin Graham and granddaughter of the late Billy Graham – to serve as United States Ambassador-at-Large for International Religious Freedom.
Lynch announced the nomination this week, and the weight of it was written in every word she posted.
"If confirmed by the Senate, please pray that I would serve with excellence and make the most of every opportunity to protect our most precious and fundamental right – and one that far too many people around the world still live without – freedom of religion," she wrote.
Franklin Graham called his daughter "uniquely qualified."
"She has traveled the world and been a student of this issue for many years," Graham said. "She has a broad worldview and knowledge of the issues facing religious freedom today."
The Religious Freedom Institute's David Trimble put the urgency in plain terms: "Our world is afflicted by an unprecedented scourge of religious persecution today."
Christian Persecution Reaches Record Levels in 2026 World Watch List
The 2026 World Watch List – the annual report on global Christian persecution – documents a crisis that is accelerating, not leveling off.
An estimated 388 million Christians worldwide now face high levels of persecution and discrimination, up from 380 million the year before.
In the most recent reporting period, 4,849 Christians were killed for their faith – nearly 400 more deaths than the prior year, with 93 percent of killings concentrated in sub-Saharan Africa.
Fifteen countries now register "extreme" persecution levels, up from 13. North Korea tops the list for the 24th consecutive year. Syria vaulted from number 18 to number 6 in a single year after a surge of anti-Christian violence following Assad's fall.
One in seven Christians worldwide faces persecution. In Africa, it's one in five.
Trump Nominates Billy Graham's Granddaughter After Biden's Religious Freedom Record Falls Short
Biden installed Rashad Hussain as the face of America's religious freedom agenda, and Hussain served from January 2022 through January 2025. By the time he left, the combined persecution score across all 50 countries tracked in the World Watch List had hit an all-time high.
Trump's first-term nominee, former Rep. Mark Walker, never received a Senate confirmation vote. The USCIRF spent months this year publicly pressuring Trump to fill the vacancy, warning in May 2026 that the lack of ambassadorial leadership was preventing the United States government from fulfilling its potential in leading global efforts on religious freedom.
Trump answered with a name that carries the single most recognizable brand in evangelical Christianity.
Lynch has spent sixteen years inside the Billy Graham Evangelistic Association and Samaritan's Purse, the two organizations her family built into the most recognized Christian aid operation on earth. During Trump's first term she sat on his Faith Advisory Council.
In 2020 she took the prime-time stage at the Republican National Convention and said what most conservatives were thinking: "The radical left's god is government power."
She now reaches millions more through her "Fearless with Cissie Graham Lynch" podcast. Trump didn't send a diplomat – he sent a Graham.
Religious Liberty Ambassador Role Carries Power to Protect 388 Million Persecuted Christians
The Ambassador-at-Large for International Religious Freedom serves as principal adviser to both the president and the secretary of state on religious liberty abroad, represents the United States in diplomatic channels worldwide, and sits as a nonvoting member of the United States Commission on International Religious Freedom.
Sen. Ted Budd, R-N.C., said Lynch "will do an incredible job combating the war on faith around the world."
The data backs that up. Syria's violence score against Christians more than doubled in a single year while China expanded state surveillance of churches, India tightened anti-conversion laws, and 4,712 believers were arrested without trial in the most recent reporting period alone.
The world's persecuted Christians need an American diplomat who understands what they're dying for – not one performing interfaith optics for an administration that spent four years treating evangelicals as a political problem to be managed.
Billy Graham built the ministry. Franklin Graham runs it. Cissie Graham Lynch has spent her adult life carrying it into the hardest corners of the world.
Trump just handed her the diplomatic power to match the mission.
