Then a veteran of two Clinton presidential campaigns read the fine print.
What he found in that fine print has Democrats in New York running scared.
How Mamdani Second Home Tax Quietly Targeted 960000 New York City Properties
Democrat strategist Mark Penn – the man who ran Bill Clinton's 1996 reelection campaign – posted a thread on X this week under a headline he chose himself: "Welcome to Socialism."
Penn explained that Mamdani's administration released its pied-à-terre tax list "with fanfare" – identifying over 960,000 property owners as potential targets.
A pied-à-terre tax is an annual surcharge on non-primary residences – condos, co-ops, and second homes owned by people whose main address is somewhere else.
There are approximately one million residential tax lots in New York City.
Penn asked the obvious question: how did virtually every property owner in the five boroughs end up on a list that was supposed to cover luxury second homes worth more than $5 million?
The answer was in the fine print Mamdani never advertised to voters.
In Phase 1 of the tax – covering 2026 through 2028 – condominiums and co-ops qualify if their Department of Finance valuation exceeds just $1 million.
New York City's DOF valuations routinely run as low as 10% of actual market value.
Penn's verdict was blunt: "the $5 million figure was a fake."
Once a property owner lands on the list, the burden shifts entirely – they must prove they don't owe the tax.
Penn warned that the individual litigation to fight the city bureaucracy will be massive, and the odds of winning are not good.
The city's Department of Finance published the list before cross-referencing its own data.
Mamdani's Finance Commissioner Richard Lee found his Flushing, Queens home on the list his agency created.

Penn built the Clinton political machine from the inside, which makes his public break with Mamdani impossible for Democrats to dismiss as a partisan attack.
Penn noted that Mamdani threatened a 9.5% across-the-board property tax hike in February unless Albany let him "tax the rich" to cover a budget gap he pegged at $12 billion – later revised down to $5.4 billion.
The pied-à-terre tax is supposed to close that gap.
New York City estimates it will generate $500 million per year.
The Democrat city comptroller put the real figure closer to $340 to $380 million.
That shortfall means the next tax raid is already in the math.
Penn also warned that a 4% to 6% annual surcharge on DOF-assessed properties is now on the table.
Out-of-town buyers will walk.
Property values built up over decades will evaporate.

Mamdani Is Running the Same Bait and Switch as the 1913 Federal Income Tax
Penn is right about the mechanics but wrong to be surprised.
This is the oldest play in the far-left playbook.
In 1908, Democrat nominee William Jennings Bryan called for taxing "swollen fortunes" – incomes that would equal roughly $15 million today.
They passed the income tax in 1913 with the same promises Mamdani is making now.
Then they knocked zeros off the threshold for a hundred years until it hit everyone with a paycheck.
Mamdani skipped the hundred years and went straight for the middle class on day one.
He invented both numbers – the 31,000 homes and the $5 million threshold – to disguise a middle-class tax raid as a billionaire's problem.
What is real is that 960,000 New York families are now on a government list, required to prove their innocence to the same city bureaucracy that published their names and addresses before verifying whether they qualified.
Mark Penn spent decades helping Democrats win elections.
He is watching his party get replaced by people who believe the neighbors he helped put in power are class enemies – and that the path to victory is making their lives intolerable until they surrender.
Welcome to socialism, indeed.
